Canada’s Clean Fuel Regulations are designed to reduce greenhouse gas (GHG) emissions from transportation fuels by incentivizing clean energy. The Regulations require fuel suppliers to reduce their emissions or purchase CFR credits, which can be generated and sold by owners of electric vehicle (EV) charging stations.


By opting into the Regulations, EV charging station owners can earn credits for each metric ton of CO2 equivalent (MTCO2e) emissions avoided through the delivery of electricity to electricity-powered vehicles. Learn how you can take advantage.


Under the Clean Fuel Regulations, Canada-based EV charging station owners are eligible to generate CFR credits for electricity delivered as a transportation fuel. The following types of EV charging stations are eligible to earn credits in Canada:


  • Electricity Supplied to Electric / Hydrogen Forklift Trucks GSE
  • Electricity Supplied to Electric Transportation Refrigeration Units (eTRUs)
  • Electricity Supplied to Electric Trucks - All Classes and Yard Tractors
  • Electricity Supplied to Electric Buses and Shuttles

Regulated fuel producers in Canada, including importers and suppliers of fossil fuels, are the only entities required to report their emissions.
Voluntary participants, such as EV charging station owners, are not required to opt into the Regulations. However, the rebates you would otherwise earn will go unclaimed.

The application process for the Regulations requires owners of EV charging stations to register with the Minister. Yes, if you were enrolled with the Renewable Fuels Regulation, you will need to reapply to the Clean Fuels Regulations. However, if you apply through Smart Rebates™, we’ll assist you in the application process to ensure compliance.

On-road EV charging station owners in British Columbia can register with both programs to earn more credits. Off-road charging station hosts for vehicles like electric lift trucks are excluded from BC's provincial program.

When you enroll with Smart Rebates™ we’ll perform an on-site audit to estimate your earnings and will immediately begin the application process. You’ll be able to sell your credits in Quarter 1 of the next year and earn your first rebate cheque in Quarter 2.
  • Companies interested in Smart Rebates™ must first opt-in by completing our streamlined opt-in package and our Participation Agreement. This will allow Smart Charging Technologies (SCT) to survey your sites, assess your electric vehicle charging stations, and confirm eligibility.


EV charging station owners receive CFR credits for every metric ton of CO2 equivalent (CO2e) emissions avoided. These are sold on the market to fuel producers that need to offset their own emissions. The CFR credit market is based on supply and demand, so the values of credits may vary.

The Regulations are currently planned to remain active until 2030. However, the Regulations are expected to be extended to continue reducing Canada’s transportation emissions.


Rebates are earned on an annual basis based on the amount of electricity delivered from your EV charging stations, as well as on the supply-and-demand market of CFR credit trading.


You’ll receive annual cheques that reflect the value of your sold CFR credits, which you can apply to any business expenses.

There is no catch! The Regulations are an effective tool designed to incentivize Canadian businesses to reduce their carbon emissions and award investments in cleaner technologies.
After application, credits are sold in Quarter 1 of the following year and rebate cheques are issued in Quarter 2.


EV charging station owners that opt into the Regulations are subject to annual reporting and record-keeping requirements. With Smart Rebates, SCT manages all your reporting requirements. We submit all required reports through the Clean Fuel Regulations Credit and Tracking System (CATS) by the following deadlines:


  • April 30th – Annual credit creation report that details the creation of CFR credits during that compliance period.
  • June 30th – Credit creation report for the compliance period that ends on December 31.
  • April 30th of the following year – Single report that combines the required credit-creation reports for the compliance period that ends on June 30 and the compliance period that ends on December 31.
