Earning Credits Through New Mexico’s Clean Fuel Standard

New Mexico has adopted a Clean Transportation Fuel Program (CTFP), also referred to as the state’s Clean Fuel Standard (CFS), designed to reduce the carbon intensity of transportation fuels over time.

The program creates a credit market in which lower-carbon fuels—such as electricity used by EV fleets, buses, trucks, and material-handling equipment (MHE)—can generate credits that are sold to higher-carbon fuel providers.

For fleet operators, this creates an opportunity to turn everyday charging activity into a new revenue stream.

New Mexico’s program aims to reduce transportation fuel carbon intensity by:
  • 20% below 2018 levels by 2030
  • 30% below 2018 levels by 2040

Eligibility

Entities that may qualify to generate New Mexico clean fuel credits include:

  • Electric vehicle fleet operators
  • Bus and truck fleets
  • Forklift and material handling equipment fleets
  • Charging infrastructure operators
  • Electric vehicle service providers (EVSPs)

If your organization uses electricity as a transportation fuel, there may be an opportunity to participate.

Commercial, municipal, industrial, and private fleets using qualifying electric vehicles or equipment may be eligible depending on program structure.

Not necessarily. Aggregated participation may help smaller fleets access the program more efficiently.

Application

New Mexico-based EV fleet owners can apply to the Clean Fuel Standard through Smart Rebates™ at no out-of-pocket cost.

Our enrollment process helps identify eligible vehicles, equipment, and charging activity and provides an estimate of your potential credit earnings.

We simplify onboarding by managing the application process and helping participants prepare for reporting requirements.

Complete the contact form and our team will review your fleet type, charging activity, and eligibility for the New Mexico program.

Yes. Multi-state fleets may be eligible to participate in multiple clean fuel programs, depending on their operations and energy use.

Timing depends on fleet structure, data availability, and program rollout timelines. Our team can outline expected next steps.

Credit Market

Clean fuel credits generated in New Mexico can be sold to obligated fuel providers that must meet state carbon reduction requirements.

Because credits trade in a market environment, values may vary based on supply, demand, and regulatory activity. Aggregating credits across multiple participants can help improve market access and pricing consistency.

Credit pricing is influenced by market demand, available supply, and overall program activity.

Combining credits across multiple participants may strengthen market positioning and create more efficient transactions.

Credit markets fluctuate over time, so revenue can vary by quarter.

Rebates

Participants may receive quarterly payments based on the clean fuel credits generated and sold.

Revenue potential depends on fleet size, electricity usage, reporting quality, and market pricing.

These earnings can help offset operating costs, support electrification goals, or be reinvested into fleet growth.
Timing depends on enrollment date, reporting cycles, and credit sales activity.

Each fleet is different. Revenue depends on charging activity, fleet size, and market pricing.

Yes. Credit pricing and energy usage can affect quarterly payouts.

Reporting

Program participation requires accurate data collection and periodic reporting based on qualifying electricity usage.

Smart Rebates™ helps participants organize reporting requirements, maintain supporting records, and simplify ongoing participation. As the New Mexico program develops, reporting standards and timelines may continue to evolve.

Charging usage, fleet information, equipment details, and supporting operational data may be required.

Fleet additions, new chargers, or operational changes can often be incorporated into reporting updates.

Accurate reporting helps ensure credits are properly generated and monetized.
